Autor przedstawia wyzwania przed jakimi stanie przyszły prezydent Stanów Zjednoczonych związane z zaprojektowaniem bardziej skutecznej narodowej strategii militarnej, stanowiącej część narodowej strategii bezpieczeństwa. W opinii autora spójna strategia, która realistycznie odzwierciedli wyzwania niekończace się wojny z terroryzmem, stale zmieniające się i będące dużym obciążeniem zobowiązania zagraniczne oraz niepewne globalne sojusze.
