Abstrakty

Zewnętrzna polityka handlowa Unii Europejskiej w stosunku do krajów rozwijających się powoduje wiele kontrowersji wśród krajów członkowskich oraz społeczności międzynarodowej. W artykule przedstawiono podstawy prawne wspólnej zewnętrznej polityki handlowej, oraz kryteria różnicowania krajów trzecich. Omówiono również politykę Unii Europejskiej w rejonie basenu Morza Śródziemnego, oraz koncepcję Powszechnego Systemu Preferencji (GSP).

While the European Union's external trade policy towards developing countries has nearly forty years of tradition, it can be evaluated unequivocally; especially with regard to the Lome Convention, the consequences for associated countries appear to be far from what was expected. Also, in the estimation of international bodies, the*new Cotonou Convention as well as the Generalised System of Preferences itself are both at odds with certain GATT and WTO provisions. At the same time, their importance in European Union trade, if it has not declined, has stabilisedat at a low level. These findings should give pause for reflection on the overestimation of linkages to date. (original abstract0
