Abstrakty

Autor próbuje ocenić skalę spodziewanych korzyści dla krajów przystępujących do Unii. Przytacza zróżnicowane doświadczenia 15 państw UE i oceny procesów związanych z unijną polityką regionalną publikowane okresowo przez Komisję Europejską. Przedstawia efekty polityki regionalnej w latach dziewięćdziesiątych.

In the paper the author tries to evaluate the success of EU regional policy in the field of balancing the regional development level. For this purpose the critical analysis of statistical data derived from reports concerning regional cohesion in the EU was done, stating that unequivocal evaluation of the socio-economic effects of the EU regional policy is difficult because some of the EU members do not provide full information about progress of socio-economic development of their regions. On the basis of performed research the author states that in the future it would not be possible to achieve a structural turn in regions taking advantage of the European funds only. Considering that several EU members have considerably bigger possibilities to support structural changes in their regions, more activity in this direction is necessary from their side. The author also claims that fast modernisation of economy in less developed regions causes tensions in the labour market which can cause even a social regression (considerably increased unemployment and marginalisation of big social groups).
