Przedstawiono klasyfikacje uwarunkowań aktywizacji władz regionalnych i lokalnych. Omówiono pośrednie i bezpośrednie czynniki aktywizacji władz terytorialnych.

The article describes factors which contribute to strengthening of the position of regional and local authorities in the process of European integration. The authorities are treated as important centres of economic and social development and they play more and more important role in triangle of authorities: supranational - national - regional. The incentives to this phenomenon come from global, state and regional levels. They create environment favourable for sub-national mobilisation. Considerations of this article aim at collecting all the elements of the environment in which the sub-national authorities can activate. The factors are divided into directly and indirectly influencing the regional level. The europeisation is the most influential factor. It is defined as a process by which domestic policy areas become increasingly a subject to European policy-making and repercussions which the transfer has on the domestic institutions of the Member States. The influence of europeisation on regional and local authorities is analysed in the article across four dimensions: the legal acts of the EU relating to the competencies of sub-national authorities, encouragement on the part of the EU institutions, the principle of subsidiarity, the EU regional policy and principle of partnership.
