Abstrakty

Postępujący proces integracji europejskiej uwypukla problemy regionów przygranicznych, na ogół biednych, peryferyjnych i wymagających doinwestowania. Artykuł traktuje o endogenicznych czynnikach rozwoju społeczno-gospodarczego takich regionów na przykładzie pogranicza polsko-rosyjskego.

The significance and role of the borderland areas is increasing together with the carried out process of European integration. One of the main integration objectives is reduction of the existing disproportions in regional development; the borderland regions very often characterise low level of development. Since the beginning of the eighties of the last century, a significance of so-called endogenous potential has been occuredin the process of growth and economic development of countries and regions. The endogenous factors, their resources, quality, and the way of their utilization are viewed as determinants of a development level, as well as regional differentiation of this development on the national or integrational group level. It justifies the need for the further studies on this problem, including the impoverished, peripheral regions, which usually are borderland areas. A classical example of the borderland regions, hitherto relatively little recognized in the economic context, is the Polish-Russian borderland which comprise two regions spread lengthwise over 209 km: the Warmińsko-Mazurskie voivodship on the Polish side, and the Kaliningrad District on the Russian side. The main objective of the article is verification of the thesis that on the current level of socio-economic development measured with the GNP per capita, the Polish-Russian borderland region is a classic example for the double peripheral area (in relation to other national and European areas). The Author analyses the selected endogenous, i.e. internal, determinants of the socio-economic development on Polish-Russian borderland territories. (original abstract)
