Analizie poddano Europejską Politykę Bezpieczeństwa i Obrony, która przynależy do II filaru Unii Europejskiej, zaś nakładające się w sensie funkcjonalnym inicjatywy i instrumenty polityki zewnętrznej UE dostępne w I i III filarze, będą stanowiły kontekst dla analizowanych zagadnień. Przeprowadzona analiza EPBiO ujmuje możliwie najpełniej różne aspekty tej polityki jednakże otwartość tego procesu powoduje, że konieczne są dalsze badania tego fenomenu, równolegle do zaistniałych w nim zmian. The European Security and Defense Policy covers crisis management in the military and non-military (civil) structures. It signifies the voluntary cooperation of EU member states and other interested institutional agents linked to the EU by intergovernmental ties (second pillar). This paper offers an analysis of the European Security and Defense Policy, which belongs to the EU's second pillar. The functionally overlapping initiatives and instruments of foreign policy, included in the first and third pillar, are treaded only as a context of the issues analyzed. The author deems it necessary to answer five research questions regarding the following: ESDP's role in the Euro-Atlantic security structure, ESDP's impact on the change of EU's international role, defining ESDP in the context of EU's foreign policy, determining the benefits reaped by the states cooperating under ESDP and by other non-EU agents, and establishing whether ESDP represents the evidence for the existence of European strategic culture. The following statement is the keynote of this analysis: EU member-states have created a.common, albeit not the Community's, mechanism for cooperation in the area of security and defense; it an attempt at facing the challenges and threats to the strategic environment but does not impede on the states' sovereignty in this area. One concept of integration, or one partial theory of international relations is not enough to explain the phenomenon of the European Security and Defense Policy. In this paper this subject is pursued from the perspective of three processes: integration, Europeanization and institutionalization. (original abstract)
