Abstrakty

Już na wstępie artykułu konieczne jest zdefiniowanie perspektywy oceny analizy kosztów i korzyści. Otóż jest to perspektywa nakazująca - poprzez weryfikację podstawy i przesłania owej analizy - na duże ograniczenie jej stosowalności w procesach decyzyjnych sfery publicznej. Celem artykułu jest zatem krytyka samej istoty analizy kosztów i korzyści, a nie jej problemów „technicznych", z natury wtórnych w stosunku do poruszanego zagadnienia. Inaczej mówiąc, przedmiotem zainteresowania nie jest odpowiedź na pytanie, jak najlepiej przeprowadzić analizę, a więc również jakich „błędów w sztuce" należy unikać, ale dlaczego jest ona już w swych założeniach ideą wysoce kontrowersyjną. Limiting the applicability of cost-benefit analysis in assessing the appropriacy of taking up public projects is determined by both theoretical and ethical considerations. The first is that the principle of compensation and potential improvement in a Pareto sense, which together constitute its conceptual justification, will not necessarily translate into greater social welfare. Second, referring to a willingness to pay leads in the decision process to the privileging of more well-paid groups. Third, the need to monetise all the elements of the analysis leads to ethically dubious valuations of such categories as health, life and environmental protection. Fourth, relying on the actual preferences of individuals is problematic in the assessment of public projects. As a result, the conditions indicate that cost-benefit analysis can serve as only one of many sources of information to be used by a decision-making body, but can in no way constitute the fundamental determining element in the desicion on whether to go forward with a specific public project.
