Celem opracowania jest usystematyzowanie podstawowych kryteriów uwzględnianych w ocenie procesu wdrażania wieloletniego planowania budżetowego w poszczególnych krajach. This paper aims to systematize the basic criteria taken into account in assessing the implementation of multi-year budgeting in different countries. Particular attention was paid to the analysis of the Multi-Year Financial Plan of the State in Poland, from the viewpoint of the feasibility criterion. From this analysis emerges a picture of state of the passive structure of budgetary expenditure and low effectiveness in achieving the objectives assigned to the defined functions of the state (original abstract)
