Za cel badawczy niniejszego artykułu przyjęto przedstawienie genezy podejścia sektorowego i jego roli w poprawie skuteczności pomocy rozwojowej. Na podstawie przeprowadzonych badań literaturowych pozycji polsko- i anglojęzycznych zaprezentowano istotę i najważniejsze elementy the Sector-Wide Approach (SWAP). W badaniach wykorzystano metodę historyczną i metody jakościowe: opisową analizę porównawczą i systemową.(fragment tekstu)

Since the beginning of the nineties the deepening criticism of ineffectiveness of the development aid has forced the developed countries to look for new ways of the DC implementation and organization. The result of the international debate is emergence of a comprehensive sector approach, known as the Sector-Wide Approach. It is based on maximum coordinated efforts of all partners of the development process, striving to achieve a common goal: poverty reduction. Its achievement is based on the support of the whole particular sector with the full participation and presidency of the host country. A prerequisite of the cooperation is the creation of the Poverty Reduction Strategy Papers, in which the recipient country itself has to determine the source of their problems, to present possible solutions and to create the right conditions for the DC operations. The SWAP application is based on the created national policy and sector strategy. The core of the new approach is the sector development program.(original abstract)
