Abstrakty

Celem opracowania jest prześledzenie zmian w polityce wykorzystania transportu szynowego w przewozach miejskich pod wpływem wielu przyczyn, które ogólnie można sprowadzić do uwarunkowań: technicznych, ekonomicznych, społeczno-politycznych. Wskazano także pewne prawidłowości dziejowe rozwoju technologicznego transportu szynowego, które powtarzają się w przemiennych cyklach trwających po około ćwierć wieku, będących następstwem wzrostu lub spadku gospodarki światowej. W "tłustych latach" (I i III dekada wieku) nowe technologie wprowadzano na podstawie możliwości stworzonych przez wcześniej dokonane wynalazki, w "chudych latach" (II i IV dekada wieku), wynalazków dokonywano pod wpływem bieżących potrzeb, ale tylko nieliczne z nich, kapitałooszczędne, od razu wdrażano. Obecnie jesteśmy na przełomie stuleci, kiedy stare technologie zestarzały się, a ich miejsce zajmuje nowa generacja technologii. (fragment tekstu)

In the recent years great transport difficulties in cities have become a very common phenomenon in many countries in the world. At the same time, however, we can observe a positive breakthrough in the transport policy toward growing interest in the development of public transport in the cities. In the existing circumstances a rail transport becomes a popular alternative both for ovecoming expensive and frustrating traffic jams and for achieving positive ecological results. The turn of the XIX c. opens new posibilities of development before the rail transport together with regaining its position in the transport system in the cities which it previously lost due to dynamicly developing car transport. We can clearly observe the reinaissance of the tramway in the cities of below 1 mln inhabitants, and of metro and city railway in the cities of above 1 mln inhabitants. This kind of transport is supposed to become a full organisational and competitive alternative in relation to passanger car transport, setting limits to the use of cars in the city traffic. The problem of strengthening the competitive position of public transport with respect to an individual one is also very important for ecological reasons. The discussion undertaken in the article concerns the reasons of the reinaissance of the rail transport in the cities, that is tramway and city railway in their modernised versions, which are characterized by both big trucking capacity and high quality of transport services in the aspect of the speed of the journey, the frequency of connections, comfort and suitable information service taking to consideration the fact that city inhabitants are much more demanding nowadays.
