The article discusses the effects that the normative Basel II has had on the SMEs (small and medium-size enterprises) sector. It shows how the pro-cyclicality of Basel II rules is likely to limit the access to credit for SMEs. Moreover, a categorisation of the possible influence of Basel II on the SMEs is proposed with the focus on the rules defining the bank's capital requirements concerning the access to credit for SMEs. The author's opinions are supported by the views of notable scholars and deep research of the literature on the topic. The last part of the work describes the influence that the current financial crisis has had on the SMEs sector. After briefly reporting the main actions conducted by the national governments in order to support the SMEs, the issue of the possible exacerbation of Basel II pro-cyclical effects on the SMEs during the current financial turmoil is analysed. In the end, the author presents its further considerations of a possible strategy in order to guarantee a sounder and safer policy for the SMEs activity. (original abstract)
