The 1990s saw continuous and progressive steps towards enhancing the Czech pension system. These steps, albeit positive, have not been sufficient to ensure the financial stability of the system, which was facing a deficit close to 1% of GDP by 2000. The system appears even weaker in view of the enormous challenge posed by population ageing. The demographic transformation will create enormous pressure on pension expenditures and will result in growing financial imbalances as a percentage of GDP. Consensus on the need for fundamental reform is building; but consensus on the reform model has not been reached. (fragment of text)
