Celem artykułu jest ukazanie rozwiązań w zakresie najprostszej formy wieloletniego planowania budżetowego, jaką jest budżet dwuletni (biennial budget), stosowanych przez władze stanowe i lokalne w USA. Zasadniczą uwagę skupiono w nim na zaletach i wadach procesu budżetowania dwuletniego oraz ewolucji w podejściu do tej innowacji budżetowej.(fragment tekstu)

This article aims to show solutions of biennial budgeting used by state and local government in the United States. The principal interest is focused on advantages and disadvantages of biennial budgeting process and the evolution of this innovation. The ongoing U.S. debate over implementing of biennial budgeting, however, seems to be unresolved. The argument, which may outweigh are proposals for the use biennial budgeting by federal government.(author's abstract)
