Abstrakty

W niniejszym artykule przedstawiono początki działań w skali mikroregionalnej oraz regionalne parki przyrodnicze. Omówiono plany zagospodarowania wiejskiego oraz kontrakty mikroregionalne. Na koniec przedstawiono międzygminne karty rozwoju i zagospodarowania.

In the article the author has presented the evolution of views of the central administration concerning the problem of local development as well as undertakings of the state to stimulate the development of small regions. The author has pointed out the difficulties that idea of local development encountered until the 80s and the breakthrough which took place in that field when the 1982 decentralization reform was initiated. The author has presented the procedures which were introduced one after another by the state such as: creation of regional parks, drafting plans of village expansion, making microregional contracts and interparish charts of development and expansion. The author has also discussed the essence of the mentioned solutions and pointed out their merits and drawbacks. (original abstract)
