The international territorial civil services in the light of experience from Kosovo

Abstrakty
Jednym z ważniejszych zagadnień w ostatnich latach w teorii i praktyce prawa międzynarodowego, a także stosunków międzynarodowych, stała się kwestia interwencji humanitarnej. Druga połowa XX w., zakończenie procesu dekolonizacji, a także koniec ładu "zimnowojennego" ujawniły z jednej strony niezdolność rządów do zapewnienia ochrony ludności wielu państw, z drugiej - wyostrzyły konflikty etniczne, narodowościowe i inne, co skutkowało niestety naruszeniami praw człowieka widocznymi na niespotykaną dotąd skalę. Kwestia interwencji humanitarnej, czyli akcji o charakterze zbrojnym podjętej z motywów humanitarnych, nabrała więc szczególnego znaczenia. O ile jednak o interwencjach humanitarnych napisano sporo, o tyle stosunkowo mniej o ich konsekwencjach. Dość dobrze są znane przesłanki samej akcji zbrojnej, jej legalności, legitymizacji, okoliczności itp., jednak wciąż mniej jest zbadana odpowiedź na pytanie: co dzieje się potem? Kwestia od momentu "wejścia" do momentu "wyjścia" sił międzynarodowych z określonego terytorium jest, zwłaszcza w literaturze polskiej, niedostatecznie zbadana. Tymczasem misje pokojowe na dobre utrwaliły się we współczesnych stosunkach międzynarodowych. (fragment tekstu)
