Abstrakty

Wyzwania polityki nuklearnej NATO wynikają z politycznych zobowiązań dążenia do przejrzystości i zaufania, z technologicznej konieczności modernizacji komponentów odstraszania nuklearnego stacjonowanych w Europie oraz z powrotu debaty nad rolą Ból na Starym Kontynencie. W obecnej sytuacji politycznej nie należy się spodziewać, że w najbliższej przyszłości NATO zintensyfikuje działania w zakresie niestrategicznych arsenałów jądrowych, chociaż całkowicie nie można tego wykluczyć. Środki budowania zaufania mogą bowiem stanowić element wychodzenia z impasu i budowania relacji z Rosją po ustabilizowaniu się sytuacji na Ukrainie. Kryzys na Ukrainie warto zatem wykorzystać do przewartościowania polityki nuklearnej sojuszu i przygotowania podstawy przyszłej współpracy. NATO ma zatem okazję do ponownego przedyskutowania roli B61 w Europie, by mogły zapaść decyzje dotyczące stacjonowania i modernizacji bomby oraz stwarzania atmosfery przejrzystości i zaufania. This article analyses three challanges facing NATO's nuclear policy. First, the political obligation to strive for transparency and increase confidence regarding tactical nuclear weapons in reciprocity with Russia. Second, the technological need to ensure safety, security and effectivity of nuclear deterrence capabilities deployed in Europe. Third, the reversion of the debate over the utility of the B61 on the Old Continent. The 2014 annexation of Crimea by Russia and a hybrid war led in Eastern Ukraine have resulted in a significant erosion in relations between NATO and Russia. This in turn complicates any further moves to create conditions for a future elimination of tactical nuclear weapons from Europe. At the same time, NATO member states should consider building upon transparency and confidence-building measures on tactical nuclear weapons as a complimentary way to overcome the current political stalemate.
