Abstrakty

"Codex Alimentarius" jest pojęciem mającym dwa znaczenia. W jednym ujęciu oznacza zbiór przepisów, natomiast w drugim instytucję. W obu przypadkach można wyodrębnić dwie przeciwstawne optyki wykorzystania tego pojęcia Pierwsza z nich, niewątpliwie dominująca, którą posługują się rządy państw i instytucje z nimi związane, wykorzystuje ten termin, jako synonim zbioru ogólnoświatowych przepisów i regulacji prawnych, gwarantujących "bezpieczeństwo produkowanej i wprowadzanej do obrotu żywności". W drugiej traktowany jest jako synonim Komisji Kodeksu Żywnościowego FAO/WHO, agendy ONZ, która przepisy tworzy i wprowadza w życie.(fragment tekstu)

In the paper there has been discussed in abbreviated form a double meaning of "Codex Alimentarius", as a set of norms and standards relating to food and institutions (UN agencies) - Codex Alimentarius Commission FAO / WHO. The author explains the purpose of setting norms and standards, which regulates the international trade in food under the World Trade Organization (WTO) and their impact on consumer safety in the globalizing World. Furthermore, it has been also presented the origins of the creation of the Codex Alimentarius Commission, its organization and method of operation and funding sources. The author underlines the significance of legislative activity CAC discusses the legal instruments applied by the Commission and its impact on food trade and the related legislation on the global scale as well as local, limited to countries and organizations that are members of the WTO. Based on the Handbook of Procedures CAC the algorithm of setting norms and standards has been discussed. The article outlines the major objectives of the CAC FAO / WHO, which implementation is a priority for the Commission's activities in 2008-2013, and should ensure that the Commission maintain its leadership position in protecting the health of consumers and ensure fair practices in the world food trade.(original abstract)
