The North Atlantic Treaty Alliance adopted clear guidelines on the level (min. 2% GDP) and the structure of defense spending (at least 20% of defense expenditures should be devoted to major military equipment). Yet, those guidelines are not legally binding commitments. Hence, their effective enforcement proves to be very difficult. Nowadays only three Allies meet the two targets (the US, the UK and Poland). Greece and Estonia devote 2% of their GDP on military spending, whereas Luxemburg, Turkey, France, Norway, Lithuania and Romania spent 20% of their military budgets on the acquisition of new military equipment. The US has always expected European allies to increase the level of their military spending. Recently, this expectation became Washington's top political priority at NATO. Washington's efforts seems to bear fruit. Most of the Allies announced an increase of their military spending. (inter alia Germany and Romania). However the timelines are distant (e.g. Poland intends to increase its military spending from 2 to 2,5% by 2030). Those decisions could be impacted by several political and economic factors that could come in their way. (original abstract)

Artykuł przedstawia problem zarządzania poziomem i strukturą wydatków obronnych państw członkowskich NATO. Za kluczowy cel artykułu uznano wypełnienie luki poznawczej w tym zakresie. W wyniku przeprowadzonej analizy wykazano, że tylko kilka państw członkowskich Sojuszu spełnia wymagania wskazane przez NATO. Do głównych przesłanek takiej polityki zaliczono względy: polityczne, prawne i ekonomiczne. Analiza została przeprowadzona z wykorzystaniem materiałów Ministerstwa Spraw Zagranicznych oraz NATO.
