Abstrakty

Administracyjny podział ruchu lotniczego stanowi instrument nakazowy, przewidziany w prawie Unii Europejskiej, umożliwiający państwom członkowskim wprowadzenie kryteriów przyporządkowujących określone operacje lotnicze do konkretnych portów obsługujących jedno miasto lub jedną konurbację. W zliberalizowanym w pełni sektorze każda głębsza korekta mechanizmu rynkowego każe postawić pytanie o cel jej zastosowania i o praktyczną możliwość wprowadzenia kryteriów zgodnych z naczelnymi zasadami proporcjonalności, niedyskryminacji i przejrzystości.(abstrakt oryginalny)

The administrative distribution of air traffic is a European law-based regulatory tool allowing the imposition of criteria that's supposed to enable assigning particular air operations to specific airports serving one city or one conurbation. Every correction of the market mechanism in the liberalised sector brings up the question of its purpose, and the possibility of formulating distribution criteria respecting the guiding principles of proportionality, non-discrimination and transparency.(original abstract)
