Abstrakty

Artykuł poświęcony jest ocenie dotychczasowego stanu i koncepcjom reformy polskiej administracji publicznej (decentralizacji funkcji państwa i rozwojowi samorządu terytorialnego). Biorąc pod uwagę ogólną koncepcję reform polskiej administracji i szczegółowe cele strategiczne, autor podkreśla, że należy skoncentrować się na głównych czynnikach regionotwórczych i modelach organizacji terytorialnej państwa.

The article tackles the problems pertaining to the reform of public administration and changes in the administrative division of the country. The author discusses the general conceptions of public administration reforms in Poland presented, among others, in the latest draft prepared by the government, and expresses his own view the essence of which is the conception of a three level system of public administration in which, apart from the existing communes, there appears another self-governing administrative unit and a big voivodship controlled by the self-elected and central governments.
