Omówiono skutki ekonomiczne i społeczne powodzi z 1997 i 1998 r. w regionie wałbrzyskim i jeleniogórskim. Przedstawiono źródła i sposoby finansowania wydatków związanych ze zjawiskiem powodzi.
There has been floods since the begining of human history which always cause many negative effects. The floods in Poland in 1997 and 1998 showed many defects of the existing flood security systems and of the removing of their effects which were especially in road and water infrastructure, agriculture and cultural monuments. In Wałbrzych region the loss reached the level of over 2 billion zlotys. The flood danger requires a preparation and a realization of many projects concerning different areas. Expenditures related to floods can be potentially financed from many sources, such as ecological funds, local governments' budgets, central budget resources and funds coming from loans, international help, institutions like IBRD, EBRD and EU, ecological organizations, private households and firms located on territories in danger, cat bonds and funds collected on different types of auctions etc. Additionally, expenditures in nature and labour must be taken in consideration. The variety of potential sources of financing flood prevention and the removal of flood effects make it necessary for institutions to prepare and realize this type of projects to implement financial engineering methods when chossing a source.
