Abstrakty

Wspólna polityka rolna jest jednym z najbardziej rozwiniętych sektorów polityki gospodarczej Unii Europejskiej. W artykule przedstawiono główne zasady oraz reformę wspólnej polityki rolnej. Strategię przygotowania do rozszerzenia Unii Europejskiej zaprezentowano w "Agendzie 2000" poprzez ustalenie odpowiednich celów w zakresie polityki rolnej.

The Common Agricultural Policy is the best-developed sector of European Union economic policy. It exerts an enormous impact not only on the economies of EU countries but also on Community relations with its trade partners as well. It is one of the most controversial areas of these relations, as confirmed by the large number of trade disputes on the use of Common Agricultural Policy instruments. Due to the huge cost of supporting agriculture and strong external pressure, the Community has several times introduced changes to the Common Agricultural Policy, recently in the implementation of Agenda 2000. The main goal of Agenda 2000 with respect to agriculture is to improve the Union's competitiveness, particularly through lower prices for agricultural products. The main external challenges that compel the Union to modify its agricultural policy are WTO obligations, preparations for future rounds of multilateral negotiations, and the planned enlargement of the Union. CAP reform is aimed at the further reduction of intervention prices, reduction of export subsidies (albeit at a lower rate and to a lesser degree than expected by the USA and the Cairnes Group), application of direct payments not linked to production and rewarding farmers who produce in accordance with market demand - particularly those whose protect the environment and ensure a high quality of agricultural produce.
