Abstrakty

Przedmiotem artykułu są działania ratownicze, rozpatrywane z punktu widzenia dziedziny prawa. Autor podejmuje próbę odpowiedzi na pytanie, czym jest ratownictwo, jak przebiega proces ratowania życia i mienia człowieka, jak wygląda organizacja działań ratowniczych, kim jest osoba kierująca takimi działaniami, jakie ma uprawnienia i obowiązki w świetle tzw. prawa ratowniczego. W rozważaniach szczególne miejsce zajmują zagadnienia związane z obszarem działań Państwowej Straży Pożarnej oraz funkcjonowaniem Krajowego Systemu Ratowniczo-Gaśniczego.

The issue of law and director of emergency operations including the powers, duties and legal responsibilities occupies a special place in the broad sense so. Rights rescue. It presents a prominent place in the organization directing the rescue operation. For each individual, it is essential to the safety, protection of life and health. Therefore, the characterization requires this problem from the viewpoint field of law. Interest is the answer to the question - what is the rescue, how the process of saving lives, property, human activities and rescue, and above all - who is the person in charge of such activities. In these considerations particularly important powers of the State Fire Service regarding management and rescue operations, and above all - the person in charge is related to the permissions (rights) and obligations. Against the background of recent legislation in the field of rescue, despite improvement in the quality of rescue society still expects further improvement in the field of rescue fires, floods, natural disasters, etc. The importance of the issue of directing rescue operations is caused mainly powers but even more responsibility not everywhere and not always adequately taken into consideration. Particularly noteworthy subjects related to permissions PSP and especially in the field of emergency management activities. Control for emergency action undertaken when considering decisions in every phase of the rescue operation must always take into account the fact that its activities must be in accordance with the law in the broad sense and professional ethics.
