It is proposed that there should be the possibility of partial entry into the European Union (EU) rather than the all or none decision to accept the whole acquis communataire at one stroke. The Central and East-European Countries (CEEC) should have the option of entering with respect to functions where they expect positive net benefits, and to stay out with respect to functions where this is not the case. Potential entrants should thus be able to act according to their willingness to pay, or implicit demand curve, with respect to the various relevant functions. In order to enable such partial entry, a new type of jurisdictions called FOCJ is proposed between the EU, the CEECs, and beyond.
Analizując sytuację gospodarczą krajów aspirujących do Unii Europejskiej, a zwłaszcza problem drastycznie niskiego w porównaniu do standardów Unii poziomu dochodów, autor przedstawia propozycję częściowego zjednoczenia z Unią Europejską. Nowa propozycja prawna (FOCJ - Functional, Overlapping, Competing, Jurisdictions) jest korzystniejsza dla krajów Europy Środkowo-Wschodniej.
