Abstrakty
In search of an answer on the question of ways leading to a stable and balanced economic growth we must take in consideration a number of issues, specifically those of the level and pattern of savings, of the mechanism of transforming the latter into capital, as well as of the ways of an effective allocation of capital, under conditions of market institutions coming into being. There also arises a question of the role of external sources of Financing the development. It is only in such a broad context that one can highlight the dangers to, and the prospects of growth of the economy in a longer run. There should be no doubt that both the degree of the fall in output and the prospects of its growth are a function not only of the existing economic and political system subject to radical changes, but also, and in the first place, of the economic policy. The latter is apparently of a decisive importance. Against such a background a set of institutional, structural and political factors is considered, whose mobilisation is a condition upon which both the take-off into the growth phase and the possible dangers to the desired development in the future in post-communist economies in transition are dependent. It is the economic populism that may prove a particular danger. (original abstract)
