Zadaniem opracowania jest przedstawienie przemian w wielkości, strukturze dochodów i wydatków publicznych w Szwecji. Przeprowadzono również analizę empiryczną systemu finansów publicznych Szwecji na podstawie danych uzyskanych w Ministerstwie Finansów.

The purpose of this article is to present the Swedish public finance system as well as the changes that have taken place within it over the past 40 years. The specific nature of the Swedish economy and its public sector is the result of a long-term tradition of championing the idea of the welfare state. The authors supplement their theoretical discussion with an empirical analysis of the public finance system in Sweden based on data obtained from the Ministry of Finance. In the first part of the article, the authors discuss the macroeconomic situation in Sweden in the 1990s and compare it to the Swedish economy 10, 20 and 30 years prior. An analysis of production and employment levels in the last decade is followed by an analysis of the changes in the public finance system itself. The authors show the relationships between the growth rate of the economy (including consumer demand and export levels) and the condition of public finances. Next, the article focuses on a description of the public finance sector in Sweden, emphasising the extent of decentralisation of public finance and the role of each element in the system. In the section on fiscal policy, the authors examine changes in the levels and structure of budget revenues (especially revenue from taxes) compared to public expenditure and analyse the changes in the budget deficit and public debt in the post-war period. The authors describe the assumptions of public finance reforms at the beginning of the 1990s, which contained the postulate of reducing expenditures and increasing taxes due to the growing budget deficit caused by recession. The article closes with the assertion that despite the slowdown in the growth of the budget deficit in Sweden, and even budget surpluses at the end of the 1990s, public expenditure continues to account for a major portion of GDP. Given increasing unemployment and declining economic growth, Sweden needs to continue with public finance reform. (original abstract)
