Pensions in Europe: Paradigmatic and Parametric Reforms in EU Accession Countries in the Context of EU Pension Systems Changes

This paper describes the ongoing developments in EU accession countries in the context of EU changes. It describes the initial conditions for pension reform in EU accession countries and highlights the constraints faced by these countries in the reform process. It then focuses on paradigmatic reforms and examines the choices for a new pensions system with respect to the size of the second pillar, transition cost financing, participation requirements, first pillar changes, and organization and administration of the reformed system. The paper concludes that paradigmatic reforms are more needed in EU accession countries than in European Union countries, as the former need to reap the benefits of a funded pillar relatively quickly in order to increase savings and growth and catch up with European Union countries.
