Abstrakty

Opracowanie poświęcone jest dialogowi społecznemu w Estonii i na Węgrzech oraz analizie jego zmian w czasie. Oba kraje na przestrzeni ostatnich dwóch dekad doświadczyły istotnych, choć w wielu aspektach różnych, przekształceń w sferze społeczno-gospodarczej oraz politycznej. Okres transformacji charakteryzował się w tych krajach intensywnymi zmianami zarówno w kształcie relacji przemysłowych, jak i samego dialogu społecznego. Szczególny akcent został położony na opis zjawisk najnowszych, dotyczących sposobu prowadzenia dialogu oraz zmian instytucjonalno-prawnych, w mniejszym zakresie analizie została poddana ewolucja relacji pomiędzy samymi partnerami społecznymi. This article analyses the latest developments in social dialogue in Hungary and Estonia with focus on legal and institutional aspects. The article indicates that both countries, over the past two decades, experienced a significant, though different, changes in the sphere of industrial relations. As a result the capacity and efficiency of social dialogue in those two countries varies to large extent. In Hungary, since the beginning of transformation, social partners could count on a fairly broad governmental and institutional support. The government has transferred relatively large sum of money to social partners but also stimulated the process of institutional building. As a result, a variety of institutions have been created at central, sectoral and regional levels. The social partners' dependency on public money leads to politicisations of unions and employers' organisations which results in their exposure to twists and turns of politics. Moreover, highly fragmented organisational structure of social partners, vague criteria of representativeness and numerous antagonisms between them, significantly reduce their capacity. Therefore, despite strong governmental support, social partners in Hungary have rather low capacity to reach agreements and cooperate. On the other hand in Estonia there are practically no social dialogue institutions. Social partners do not receive financial support from the government. However, both trade unions and employer organisations, have high level of skills and competencies and are able to diagnose the main problems of the Estonian labour market. Political links between partners and the government are very week. Moreover, social partners are not much antagonised. As a consequence the efficiency of social dialogue in Estonia, despite the lack of public support, is much higher than in many other CEE countries. (original abstract)
