Abstrakty

W artykule autor przekonuje, że nie wszystko, co "partycypacyjne" jest złotem, a zatem, że idea demokracji partycypacyjnej - atrakcyjna co do zasady - w toku jej implementacji, wyszukiwania rozmaitych instytucjonalnych form jej realizacji, takich jak demokracja referendalna, sondaże deliberacyjne, panele obywatelskie czy modne ostatnio budżety obywatelskie, nastręcza wiele trudności. Bywa też, że staje się ona zbiorem pustych frazesów służących rozładowywaniu rozmaitych napięć społecznych czy wzmocnieniu legitymizacji instytucji politycznych. Odwołując się do systematycznie gromadzonej wiedzy, autor demonstruje też i to, że zarówno na poziomie lokalnym, jak i na poziomie ponadnarodowym realizacja normatywnych założeń demokracji partycypacyjnej, takich jak np. równość wszystkich uczestników "dyskursu" czy "obywatelskich deliberacji" jest trudna, jeśli nie zgoła niemożliwa, zaś sama idea obywatelskiej partycypacji jest deformowana do postaci lobbingu konkurujących ze sobą grup interesu. The author argues in the article that not everything that is "participatory" is gold and therefore that the idea of participatory democracy-being attractive in principle - creates numerous difficulties during implementation, while searching for various institutional forms of its implementation, such as referendum-based democracy, deliberative polis, civic panels and the recently trendy civic budgets. It also happens that it becomes a set of empty phrases used to suppress various social tensions or strengthen the legitimacy of political institutions. While referring to systematically gathered Information, the author also demonstrates that, at both the local level, as well as the supra-national level, it is quite difficult, if not impossible to achieve the normative objectives of participative democracy, such as equality of all participants of the "discourse" or "civic deliberations", while the idea of civic participation is distorted into a form of lobbying of competing interest groups.
