The need to improve rail transport in Poland is becoming more and more important at present because inereasing lorry transport is not accompanied by road infrastructure development. A large increase in lorry traffic causes a steadily growing number of collisions and accidents on Polish roads, while rail transport being predestined to the transport of coal and goods is more environment friedly. There is no transport policy which would create equal conditions for rail and road transport competition. That is why the railway finds it difficult to compete with the prices quoted by lorry forwarders. Rail transport is encumbered with the costs of infrastructure which constitutes an essential component of freight tariffs and is hardly competitive in relation to lorry forwarders, since in road transport the infrastructure costs (taxes) are minimal. These factors determine the qualitative aspects of coal distribution on the domestic and export markets. (original abstract)
