Autorzy omawiają podstawowe kwestie związane z tworzeniem regionów w Polsce (cel zmian, model docelowy regionu, tempo zmian, konsekwencje ustrojowe, polityczne, społeczne, koszty całej operacji), typy regionów (region funkcyjny, samorządowy, autonomiczny), możliwości ich aplikacji w warunkach polskich, problem zakresu uprawnień władz regionalnych, finansowe podstawy regionów na przykładzie doświadczeń krajów Zachodu oraz koncepcję regionalnego systemu finansowego w Polsce.

The 90s constitute a period in which Poland's territorial structure la undergoing the process of change. The restoration (after 40 years) of local self-government on a parish level, was a starting point for the discussion concerning the taking of a further step in the decentralization of the state. One of the forms of decentralization is dividing the country into regions. The articles deals with the economic and financial aspects of Poland's regionalization. The authors try to answer the following questions: why is regionalization indispensable? what should constitute a region? who should the region's authority represent? Following an analysis of income and expenses of the public sector of some selected West European countries and the USA, the authors have aarived at a contusion that regionalization is by no means a synonym of financial independence of the self-government and the authorities of a region. The authors' findings presented in the article verify the views according to which regionalization is associated with a complete economic and political autonomy of the local authority.
