System Changes in Public Transport Management

Abstrakty
W artykule omówiono kierunku zmian zarządzania transportem miejskim, w oparciu o zakres konkurencji na rynku przewozów miejskich. Omówiono również zagadnienie demonopolizacji rynku usług przewozowych w miejskim transporcie zbiorowym w dużych miastach i aglomeracjach oraz integrację transportu zbiorowego w tych miastach. Wnioski w artykule oparto na badaniach przeprowadzonych w latach 1995-1996 w ponad 100 przedsiębiorstwach.
The basic directions of changes are deregulations, competition regulated by the board of public transport and transport monopoly (who can be joined with public transport management). The deregulation possibilities (particularly its purposefulness) are limited, competition in public transport can give significant economic advantages in large towns (more than 100 000 inhabitants.) Execution of that directions demands demonopolization of transport services by division and privatization of commune transports and opening step by step market for new transporters. Organizational changes of budget transport enterprices are necessary - the form of budget enterprice do ot allow to gain higher effectiveness. The conclusion of the paper are based on analysis of data from two years period of more than 100 enterprices. Recommended transformations refer only to large towns - appoinment of transport boards in smaller ones do not seem to be enough motivated from the point of analysed criterions view.
