Abstrakty

W pracy przedstawiono decyzje podjęte przez polski rząd w celu zlikwidowania państwowych przedsiębiorstw rolnych, w wyniku których powstała Agencja Własności Rolnej Skarbu Państwa (AWRSP). W artykule omówiono podstawy prawne powstania i funkcjonowania AWRSP, oraz problem przejmowania i zagospodarowania mienia przez Agencję.

This article concerns the factors involved in the decision taken by the Polish government to liquidate state collective farms (PGRs), transfer their assets to establish the State Treasury Agricultural Real Estate Reserve (STARER), and to set up the State Agency for Agricultural Real Estate (SAARE) to manage these assets. The legal basis for these decisions are the Law of 19 October 1991 concerning the management of State Treasury agricultural real estate as well as amendments to certain other laws. The following tasks are involved in managing the property of former state collective farms: - transferring property owned by PGRs to STARER, - preparing a strategy to manage this property, - disposing of the property and ensuring its proper management, - deciding how the disposed of property is to be supervised by the state agencies. The first two stages are almost entirely complete, the third is well advanced, while the fourth is now being addressed.(original abstract)
